I believe that the biggest challenge with Standard 5 rests within element 5.4. Without access to p-12 student growth data that is accurately and routinely tied to our candidates who have graduated and are out in the field, we cannot meet this element of the standard.
I would agree with Barbara. Even if we are able to access student growth data, how can we really determine a new teacher’s effectiveness without true base data? Also many schools assess differently. Based on student growth data – a new teacher may look ineffective in one school and effective in another. This one is tough and much debated at the state and national levels.
